EPA issued an advance notice of proposed rulemaking (ANPRM) on September 8, 2021 to solicit information and comments on the potential development of regulations for pyrolysis and gasification units that are used to convert solid or semi-solid feedstocks to useful products. This notice followed the Agency's consideration of comments received following its proposal to revise the standards of performance for new stationary sources and emission guidelines for existing sources for the category "other solid waste incineration" (OSWI) units. Based on its evaluation of the comments on the proposed revisions to the OSWI standards, EPA concluded that an ANPRM would be the most efficient mechanism to gather data and public comment on potential necessary changes to regulations under section 129.
