This action proposes changes to the existing Air Emissions Reporting Requirements (AERR) rule published on February 19, 2015 (80 FR 8787). The amendments under consideration will help clarify and improve emissions collection processes, which in turn streamlines reporting for state agencies improving the quality and transparency of the information collected. Such changes may alter or add reporting requirements for nonpoint (county-wide) emissions data and documentation from state agencies. Revisions under consideration would adjust the AERR nonpoint requirements to better allow for year-specific data. Currently, many states are not reporting emissions, and allowing states to use EPA-created data supports compliance.
