The EPA is proposing to codify default state implementation plan submission and implementation deadlines for reclassified Moderate, Serious, and Severe nonattainment areas under any current and future ozone National Ambient Air Quality Standards, which would apply as a result of either failing to attain the standard by the applicable classification attainment date or the EPA granting a voluntary reclassification request. The EPA is also proposing to codify our policy that, following reclassification, a state is no longer required to submit SIP revisions addressing certain unresolved or “leftover” requirements related to the prior classification for an ozone nonattainment area.
