<p>This action will address the agency&rsquo;s review of the Standards of Performance (NSPS) for Glass Manufacturing Plants and National Emission Standards for Hazardous Air Pollutants (NESHAP) for Glass Manufacturing which includes area sources and sources using commercial arsenic. This action will also include the development of a NESHAP for Glass Manufacturing major sources. The Glass Manufacturing NSPS 40 CFR part 60 subpart CC was promulgated pursuant to section 111(b) of the Clean Air Act (CAA) on October 10, 1980. The NSPS established standards of performance in the form of emission limitations based on the best system of emission reductions (BSER) for particulate matter (PM) from glass melting furnaces taking into account the cost of achieving such reduction and any nonair quality health and environmental impact and energy requirements. CAA section 111(b)(1)(B) requires the EPA to &ldquo;at least every 8 years review and, if appropriate, revise&rdquo; the NSPS. The Glass Manufacturing area source NESHAP 40 CFR part 63 subpart SSSSSS, was promulgated pursuant to CAA section 112(k)(3)(B) on December 26, 2007. The NESHAP established emission limitations and work practice requirements for existing, new and modified glass melting furnaces was based on generally achievable control technology (GACT) for controlling emissions of metal HAP or PM as a surrogate for metal HAP from glass melting furnaces. CAA section 112(d)(6) requires the EPA to review, and if appropriate, revise the NESHAP as necessary, taking into account developments in practices, processes and control technologies, no less often than every 8 years. This action will implement the review requirements of CAA sections 111(b)(1)(B) for the NSPS and 112(d)(6) for the NESHAP. In addition, EPA plans to propose and promulgate a Glass Manufacturing NESHAP to address HAP emissions from glass manufacturing major sources pursuant to CAA section 112(d). The NESHAP will establish maximum achievable control technology (MACT) standards for major sources of HAP.</p>
