EPA is proposing to further delay by 1 year the effective date of a final rule under the Federal Insecticide, Fungicide, and Rodenticide Act. The Certification of Pesticide Applicators final rule that published in the Federal Register on January 4, 2017, made multiple changes to the regulations governing the certification of pesticide applicators. We are proposing this additional delay to give agency officials the opportunity to decide whether to conduct a substantive review of this rule.
