<p>In 1996, EPA promulgated a rule at 40 CFR 152.25 that created a list of minimum risk active and inert ingredients. Few updates to the regulations have been developed and implemented, the most recent being a 2015 rulemaking focusing on identification of ingredients eligible for the exemption. The Agency is considering whether revisions to the procedures and process for this program are warranted, as well as whether other exemptions under Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) section 25(b) should be modified or expanded. This advance notice of proposed rulemaking would solicit public comment on a variety of issues regarding these exemptions. EPA will seek comment from states, industry and the public.</p>
