This rulemaking would update the U.S. Department of Transportation's procedures implementing the National Environmental Policy Act (NEPA), which requires agencies to consider the environmental impacts of proposed major Federal actions. The Department last updated its procedures in 1985. DOT is issuing this as a second NPRM due to the changes to NEPA and the CEQ Regulations since the initial NPRM was issued in 2020.  This rulemaking would make DOT's environmental review process more efficient and effective. This rulemaking would propose to update DOT’s procedures consistent with the Council on Environmental Quality’s (CEQ) final rule amending the CEQ NEPA implementing regulations at 40 CFR 1500-1508.
