This rulemaking would update the Transportation Priorities and Allocation System (TPAS) regulation through updates and clarifications of existing procedures.  The rule would update the regulations to include T1 - Federal emergency preparedness, mitigation, response, and recovery on the list of programs approved for priorities and allocations support.  The program, which authorizes Defense Production Act priority and allocation authority for qualified emergency preparedness, mitigation, response, and recovery activities related to civil transportation, was established after the rule was first published in 2012.  This rule would also provide technical edits to reflect certain non-substantive updates and administrative changes since the TPAS regulation was published in 2012, including providing updated contact information, legal citations, and definitions.
