        <ABSTRACT><![CDATA[The regulatory project will harmonize the inspection/survey system that will enable vessel owners and operators to receive their certificates of inspection, Safety of Life at Sea (SOLAS) certificates, and load line certificates simultaneously. It would also implement the 1988 Protocol to the 1974 SOLAS Convention. It will facilitate international progress in maritime safety and environmental protection. For the purpose of continuity, non-convention vessels will comply with the new inspection frequency. This project supports the Coast Guard's Marine Safety and Environmental Protection Program's goal of mobility by facilitating commerce and eliminating interruptions and impediments to the economical movement of goods and people.]]></ABSTRACT>
