        <ABSTRACT><![CDATA[The purpose of this regulation is to update 143 of the 170 standards from the American Society of Testing and Materials (ASTM) that have been incorporated by reference in Titles 33 and 46 of the Code of Federal Regulations. Some of the existing standards are 20 years old. By ensuring that industry is using the latest technology available, the Coast Guard will improve maritime safety and help ensure the adequacy of equipment for oil-spill response. Because this project should be noncontroversial and is unlikely to spur adverse public comment, the Coast Guard will promulgate the regulation as a direct final rule. This project supports the Coast Guard's goals of marine safety and the protection of natural resources.]]></ABSTRACT>
