<RULE_TITLE>Safety Management Systems (SMS) for Air Transportation</RULE_TITLE>
<![CDATA[This rule would solicit public comments on a potential rulemaking to require a Safety Management System for air transportation. The FAA would require that certificate holders establish a Safety Management System (SMS) for their organizations. The goal is to increase safety awareness across all levels and functions of a certificate holder's organization. If implemented, a certificate holder would have to develop new systems or incorporate existing systems that demonstrate a capability to identify hazards and develop, implement, and maintain effective risk controls. An SMS requirement would make the United States compliant with International Civil Aviation Organization (ICAO) Annex 6 that member states after January 1, 2009 shall require, as part of their safety program, that an operator implement a safety management system acceptable to the State of the Operator. The FAA is actively engaged in several internal and external SMS initiatives and desires to gather information and comments from the broadest audience possible. We would be especially interested in comments from small businesses on possible impacts of an SMS requirement.]]>
