The FAA proposes to amend certain airworthiness regulations to standardize the criteria for conducting safety assessments for all systems, including flight controls and power plants, installed on transport category airplanes. With this action, the FAA seeks to: (1) reduce risk associated with airplane accidents and incidents that have occurred in service; (2) reduce risk associated with new technology in flight control systems; and (3) standardize and clarify system safety assessment (SSA) criteria across different types of airplane systems. The intended effect of this action is to improve aviation safety by making SSA certification requirements more comprehensive and consistent.
