This rulemaking would revise the FAA's requirements for an application to operate in Reduced Vertical Separation Minimum (RVSM) airspace. This proposal would eliminate the requirement for operators to apply for a Reduced Vertical Separation Minimum (RVSM) authorization when their aircraft: 1) meet current altitude-keeping performance requirements for operations in RVSM airspace; and 2) are equipped with qualified Automatic Dependent Surveillance – Broadcast Out (ADS-B Out) systems. Currently, operators must apply for and receive authorization from the FAA prior to operating in RVSM airspace by submitting detailed information on their compliance with RVSM operations. Aircraft equipped with qualified ADS-B Out systems, however, transmit the necessary altitude information to allow the FAA to perform continual monitoring of aircraft height-keeping performance necessary for safe operations. This proposal responds to requests to eliminate the burden and expense of the current RVSM application process for operators of aircraft equipped with qualified ADS-B Out systems.
