This action would support the harmonization of part 135 air carriers and 142 training centers with air carrier training requirements, emphasize safety culture concepts, and clarify training standards. The results of this rulemaking should yield more consistent results from part 135 training programs in an effort to reduce the part 135 accident rate in addition to addressing NTSB recommendations A-10-022, A-10-023, A-10-111 and others.
