Section 121.137 requires a certificate holder to furnish copies of the required manual to all crewmembers, and for crewmembers to "have the manual or appropriate parts of it accessible when performing assigned duties." This action proposes changes to the regulation and consider extenuating circumstances that warrant some number or proportion of the cabin crew to serve on a flight without his or her own manual copy, providing that the remaining crew members have their required copies on board.
