This rulemaking would propose changes to the regulation that requires all crewmembers to have the manual or appropriate parts of it accessible when performing assigned duties. Specifically, it would address extenuating circumstances when a flightcrew member or flight attendant may not have their manual available, with specific conditions and limitations to allow the flight to continue. This action will provide options that air carriers may implement to reduce delays and cancellations caused by a crewmember who does not have their manual available, without a reduction in safety.
