This rulemaking would align FHWA´s regulations with changes in legislation and other applicable regulations.  This rulemaking would also address findings and recommendations from national audits and reviews as well as advancements in the state-of-the-practice, and to enhance FHWA´s stewardship and oversight of these regulations.]]></ABSTRACT>

As these proposed amendments are required by changes in authorizing legislation, other applicable regulations, and industry practices, the FHWA anticipates that the economic impact of this rulemaking would be minimal.
