        <ABSTRACT><![CDATA[This rulemaking would amend the FHWA Emergency Relief (ER) program regulations to incorporate climate resiliency and improve ER procedure. FHWA would propose to amend 23 CFR part 668 to require the consideration of resilience improvements identified under 23 CFR part 667. The proposed rule also may consider changes to enhance the ER program's use of funding to increase system resilience. In addition, the proposed rule would include procedural changes to improve ER program delivery effectiveness and efficiency and would reexamine the regulatory minimum cost threshold for helping determine whether an event is eligible for ER funding.]]></ABSTRACT>
