<p class="contentinfo"><span lang="EN">FHWA, FRA, and FTA (collectively the Agencies) are seeking to modify the regulations implementing the National Environmental Policy Act (NEPA) found at 23 CFR 771 that apply to all three modes to reform and streamline the environmental review process for surface transportation projects. The substantive changes would expand opportunities for efficient environmental reviews, designate certain actions as being non major Federal actions that are not subject to NEPA, incorporate </span><span lang="EN">permitting reform goals, </span><span lang="EN"> and modernize certain procedures to align with the current realities of surface transportation projects. </span> These updates will better enable the Agencies to conduct coordinated, consistent, and efficient environmental reviews, thus reducing unnecessary burdens and delays. &nbsp;&nbsp;</p>
