        <ABSTRACT><![CDATA[This rulemaking would amend the Federal Motor Carrier Safety Administration's (FMCSA) driver qualifications regulations and the rules concerning controlled substances and alcohol testing to make the requirements consistent with current Departmental regulations prohibiting all use of Schedule I drugs by transportation workers engaged in safety sensitive functions.  This action would also make the FMCSA regulations consistent with those of the Drug Enforcement Administration to ensure that all healthcare providers who issue medical certificates for interstate truck and bus drivers recognize that interstate truck and bus drivers may not be medically certified if they are using Schedule I drugs.]]></ABSTRACT>
