In this annual rulemaking, FMCSA primarily corrects inadvertent errors and omissions, removes or updates obsolete references, and makes minor language changes to improve clarity and consistency. The technical amendments do not impose any material new requirements or increase compliance obligations. For these reasons, FMCSA finds good cause that notice and public comment on this final rule are unnecessary. It may also make amendments to internal rules of agency organization, procedure, or practice or matters relating to agency management or personnel.
