<p>This rulemaking is intended to implement the requirements of the Moving Ahead for Progress in the 21st Century Act (MAP-21), Pub. L. 112-141 (Jul. 6, 2012), codified at 49 U.S.C. 13903(c) and 13904(c). The statutes require that brokers and freight forwarders employ, as an officer, and individual who has either three years of relevant experience or can provide satisfactory evidence of their knowledge of related rules, regulations, and industry practices.</p>
