This rulemaking would remove the alternate treadwear test course added to the Uniform Tire Quality Grading Standards (UTQGS) in an interim final rule published in November 2013. The alternate test course was added due to an emergency situation which resulted when flooding caused extensive damage to the treadwear test course, and because the affected portions of the course were expected to be inaccessible for an indeterminate length of time. As the affected portions of the course are now accessible, and NHTSA does not anticipate another situation where it would be inaccessible for an indeterminate length of time, we no longer believe the alternate course is necessary.
