<ABSTRACT>

This rulemaking would respond to petitions for reconsideration of a 2024 final rule that amended Federal Motor Vehicle Safety Standard (FMVSS) No. 208, Occupant crash protection, to require a seat belt use warning system for rear seats. The 2024 final rule also updated and enhanced the seat belt warning requirements for the driver’s seat and extended those requirements to the front outboard passenger seat. NHTSA received 4 petitions for reconsideration of the final rule from the automobile industry and their associations. Generally, the issues raised by the petitioners are of two types. The petitioners asked for reconsideration of the compliance dates, and they also requested clarifications of, or revisions to, the established performance requirements. This rulemaking grants the petitioners’ request to extend the compliance date for both the front and rear seat belt warning system requirements and have a unified compliance date.
