<p>This rulemaking would amend the brake system safety standards for freight and other non-passenger trains and equipment to ensure better compliance of the requirements relating to the securement of unattended equipment. Specifically, FRA would codify some of the requirements already included in its Emergency Order Establishing Additional Requirements for Attendance and Securement of Certain Freight Trains and Vehicles on Mainline Track or Mainline Siding Outside of a Yard or Terminal ("Emergency Order 28"). 78 FR 48,218 (Aug. 7, 2013). Amendments to FRA's existing regulations would include additional securement requirements for unattended equipment, primarily for those that include cars containing certain hazardous materials, and additional communication requirements relating to job briefings and securement verification.</p>
