The rulemaking would propose to amend 49 CFR parts 229, 230, and 238 by incorporating a number of existing long-standing waivers related to brake system maintenance on various locomotives and passenger equipment. The rulemaking also proposes modifications to certain steam locomotive requirements to more effectively address tourist excursion and scenic railroad operations.
