        <ABSTRACT><![CDATA[On January 18, 2007, the Office of Management and Budget (OMB) issued its "Final Bulletin For Agency Good Guidance Practices."  This Bulletin, and subsequent guidance issued by the U.S. Department of Transportation (DOT), observed that guidance documents are not legally binding; that is, they do not create new, independent legal requirements.   With the Urbanized Area Formula Grant Program, NPRM, FTA would begin the process of codifying its guidance documents.  This rulemaking would address policies currently found in guidance documents for the Urbanized Area Formula Program.  This program provides Federal assistance for planning, capital and operating projects for urbanized areas over 50,000 in population.]]></ABSTRACT>
