Section 3022 of the Fast Act requires the Secretary to issue a notice of proposed rulemaking (NPRM) on protecting transit operators from the risk of assault. This NPMR would propose mitigations to reduce the risk of assault to transit operators and employees of public transportation systems, based on a Safety Management Systems approach. Proposed mitigations would include vehicle requirements, training and other tools.
