This interim final rule will implement certain provisions of the National Defense Authorization Act for Fiscal Year 2021 authorizing the creation of a Tanker Security Program (TSP). The TSP fleet will be comprised of active, commercially viable, militarily useful, privately owned product tank vessels necessary to meet national defense and other security requirements and to maintain a United States presence in international commercial shipping.
