<p>This rulemaking would amend the HMR to revise existing requirements applicable to the design, construction, and certification of cargo tank motor vehicles and cryogenic portable tanks, and to reference the standards in the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code section XII. The rule would also amend the continuing qualification and maintenance requirements for cargo tank motor vehicles and portable tanks to reference the National Board Boiler and Pressure Inspectors' National Board Inspection Code. We would solicit comments to identify gaps or inconsistencies between current requirements and the consensus standards which would be considered for adoption into the HMR. This rulemaking would address two petitions for rulemaking to incorporate the above-referenced consensus standards for transport tanks.</p>
