PHMSA is amending the Hazardous Materials Regulations (HMR; 49 CFR Parts 171-180) to correct editorial errors, make minor regulatory changes, and improve the clarity of certain provisions determined through periodic reviews and stakeholder feedback. This rulemaking responds to requests for clarification and enhances the accuracy of the HMR to reduce misunderstandings. The amendments contained are non-substantive and do not impose new requirements.
