This proposed rulemaking action would amend PHMSA's Pipeline Safety Regulations (49 CFR parts 190-199) to adopt revisions that would create mechanisms for PHMSA to recover costs associated with siting reviews of proposed LNG facilities supporting the Federal Energy Regulatory Commission's (FERC) review of certificate applications for such facilities that have design and construction costs totaling not less than $2.5 billion.
