2140-AB64 202504 Unified Agenda of Federal Regulatory and Deregulatory Actions 2140 Surface Transportation Board STB Review of Regulations Regarding Supplemental R-1 Reporting

In 2013, at the request of rail carriers, the Board amended its rules to require rail carriers that submit annual R-1 reports to identify information on capital and operating expenditures related to Positive Train Control (PTC). Those expenditures were expected to be high during statutorily-required PTC installation. Now that such installation is complete and the associated statutory deadline has passed, the burden of this paperwork exceeds its practical utility. Chairman Fuchs intends for the agency to take deregulatory action concerning unnecessary R-1 reporting.
