        <ABSTRACT><![CDATA[This rule establishes regulations that will permit mortgages on properties located in community land trusts to be eligible for FHA mortgage insurance.  Community land trusts currently require certain legal restrictions on conveyance that are inconsistent with the ability to sell without encumbrance that HUD has for nonprofits participating in low and moderate income programs.  This rule will allow a community land trust to retain the legal controls needed to preserve affordability while allowing mortgages on individual properties located in community land trusts to be eligible for FHA mortgage insurance.]]></ABSTRACT>
