This rule amends the Federal Manufactured Home Construction and Safety Standards and associated manufactured housing program regulations by adopting certain recommendations made to HUD by the Manufactured Housing Consensus Committee (MHCC). The National Manufactured Housing Construction and Safety Standards Act of 1974 (the Act) requires HUD to publish all proposed revised construction and safety standards submitted by the MHCC. This rule is based on the fourth and fifth sets of MHCC proposals that further revise the Construction and Safety Standards, including recommendations to revise definitions for clarification purposes and to accommodate multi-unit dwellings, update and add standards incorporated by reference, and make correlating amendments specifically addressing multi-unit dwellings to requirements including the data plate requirement, and to include an updated statement on the Wind Zone Map.
