<p>HUD's HOME Investment Partnerships Program (HOME program) provides formula grants to States and units of local government to fund a wide range of activities directed to producing or maintaining affordable housing, both homeownership and rental housing. This rule would revise the existing HOME program regulations to streamline or modernize certain project requirements, including those related to Community Housing Development Organizations, property standards applicable to homebuyer acquisition projects, small scale rental housing projects, community land trusts, homebuyer resale, and allowable rents for units receiving rental assistance.&nbsp;Pursuant to the January 20, 2025, Presidential action entitled, "Delivering Emergency Price Relief for American Families and Defeating the Cost-of-Living Crisis&rdquo;, HUD preparing a supplemental notice of proposed rulemaking before issuing the final rule. Among other changes, this SNPRM proposes to revise or revoke certain previously-proposed tenant protection provisions, such as the Final HOME Rule&rsquo;s unreasonable interference or retaliation&rdquo; test and the requirements for mandatory, unconditional relocation of tenants during repairs to their units. The rule also revises or revokes regulations permitting participating jurisdictions to exceed the maximum per-unit subsidy for projects that meet certain green building standards. This SNPRM would also create additional flexibilities related to scattered site manufactured housing rental projects. &nbsp;</p>
