<p>This rule would revise the Community Development Block Grant (CDBG) and related Section 108 loan guarantee program regulations to make it easier for recipients to promote economic development in low- and moderate-income communities. This rule would also revise the Indian Community Development Block Grant (ICDBG) program regulations to align the ICDBG program with the revisions being to the CDBG program regulations. This rule would revise provisions related to Consolidated Plan and citizen participation requirements for the CDBG program and adds timelines for submissions to improve performance with respect to timeliness. HUD received input from the public through comments in the Federal Register, which HUD encouraged during four public informational sessions HUD held for grantees, subrecipients, and other participants in the CDBG program on February 20, February 28, March 4, and March 7, 2024. HUD also established a website for the proposed rule that contains a 30-minute recorded overview, which received more than 1,400 views. Pursuant to the January 20, 2025, Presidential action entitled, "Delivering Emergency Price Relief for American Families and Defeating the Cost-of-Living Crisis&rdquo;, HUD is preparing a supplemental notice of proposed rulemaking before issuing the final rule. This SNPRM would seek comment on further burden-reducing changes.</p>
