The notice of proposed rulemaking invites public comment on amendments to HUD’s affirmatively furthering fair housing (AFFH) regulations. The proposed regulations will provide HUD program participants with a way to document their actions to meet their statutory obligations to affirmatively further the purposes and policies of the Fair Housing Act. Using comments submitted from previous comment solicitations and HUD’s own experience in administering the current rule, HUD is proposing changes that will (1) minimize regulatory burden on program participants will providing specific aid in their AFFH obligations; (2) create a process focused primarily on accomplishing positive results; (3) provide for local control and innovation to allow program participants to tailor their actions to the needs of their communities; (4) seek to encourage actions that increase quality housing choice; and (5) more efficiently utilize HUD resources.
