This advanced notice of proposed rulemaking solicits comments on specific issues that will help HUD when updating the Reasonable Accommodation guidelines to clarify how to respond to requests for assistance animals (including service animals and emotional support animals.) To the extent feasible, HUD would like to harmonize the Fair Housing Act provisions with the DOJ ADA provisions under Title II (28 CFR Part 35) and Title III of the ADA (28 CFR Part 36.)
