Through this rule, HUD proposes to codify the changes the Housing Opportunity Through Modernization Act of 2016 (HOTMA) made to the U.S. Housing Act of 1937 that affect income determinations and the definitions of income and assets under the Section 8 Project-Based Rental Assistance (PBRA), Housing Choice Voucher (HCV), and the Public Housing programs. HUD programs that have codified provisions that mirror provisions in the U.S. Housing Act of 1937 that were amended by HOTMA will also be affected.
