This rule conforms HUD’s regulations for parts of the Housing Opportunity Through Modernization Act of 2016 (HOTMA) affecting the Project-Based Voucher (PBV) program that have already been implemented through notice, as well as soliciting comments on implementing parts of HOTMA that have not yet been implemented for the PBV program. In addition, the rule proposes various streamlining and updating changes unrelated to HOTMA.
