This rule amends the Native Hawaiian Housing Block Grant (NHHBG) regulations to provide additional details for program participants on how the NHHBG may be used for rental housing assistance, as authorized under Title VIII of the Native American Housing Assistance and Self-Determination Act of 1996, as amended (NAHASDA). This rule  also makes other clarifications necessary to implement the NHHBG program. Specifically, the rule clarifies that rental assistance may be provided to eligible families both on and off Hawaiian Homelands when annual appropriations acts enacted by Congress authorize such use; that NHHBG funds may be used for tenant-based or project-based rental assistance; the maximum and minimum rent that the recipient may charge to low-income rental tenants or homebuyers; and requirements for Native Hawaiian Housing Plan submissions and updates or amendments. In addition, the rule addresses income verification and periodic reverification, low-income requirements and income targeting, and the deadline for submission of Annual Performance Reports.
