This proposed rule would make improvements to the ICDBG program regulations.  The program regulations have not undergone a substantial revision in more than two decades and improvements would be made with respect to various matters including the allocation formula used to compete ICDBG funding between Tribes located in each Office of Native American Programs (ONAP) region, requirements related to eligible activities, requirements governing ICDBG Imminent Threat grants to implement recent U.S. Government Accountability Office recommendations, and reporting requirements, among others.
