The Office of Native American Programs (ONAP) proposes to revise and improve the ICDBG program regulations located in 24 CFR 1003. These program regulations have not undergone a substantial revision in almost two decades despite increases in appropriation funding and the implementation of statutory amendments throughout this period of time. In preparation for revising the regulations, ONAP elicited tribal feedback in 2023 and 2024 on their desired changes to the ICDBG regulations.
