The rule would amend the Private Transfer Fees (PTF) Regulation, which restricts the regulated entities--the Federal National Mortgage Association, the Federal Home Loan Mortgage Corporation, and the Federal Home Loan Banks (Banks)--from dealing in mortgages on properties encumbered by certain types of private transfer fee covenants (PTFCs) and in certain related securities.  The amendments would establish an exception to the restriction on PTFCs for shared equity loans purchased by the regulated entities, and for shared equity loans pledged as collateral for Bank advances, provided the shared equity loans meet certain shared equity loan program requirements established in FHFA’s Duty to Serve Underserved Markets Regulation.
