FHFA’s regulation on Federal Home Loan Bank Core Mission Activities describes the public policy mission of the Banks and lists the Bank activities that qualify as core mission activities” consistent with that mission. The regulation does not itself establish any minimum measures or thresholds for mission activities or achievement, although FHFA has provided the Banks with minimum targets through guidance. This proposed rule would amend the regulation to update the description of the Banks’ mission and expand the expectations for demonstrating mission achievement and the activities that constitute mission activities. The proposed rule may also make conforming amendments to related FHFA regulations such as the regulation on Responsibilities of Boards of Directors, Corporate Practices, and Corporate Governance.

Aspects of the proposed rule may be based on stakeholder input received as part of FHFA’s Federal Home Loan Bank System at 100 initiative.
