<p>The Federal Home Loan Bank Act requires that each Federal Home Loan Bank establish an Affordable Housing Program (AHP) to subsidize the purchase, rehabilitation and construction of affordable rental and owner-occupied housing.&nbsp; 12 U.S.C. 1430(j). The implementing regulation requires that owners of owner-occupied, AHP-assisted units agree to repay a portion of the AHP subsidy if they sell or refinance the unit during the five-year retention period, pursuant to a calculation established in the regulation. The rule would propose amending this calculation.</p>
