This rule extends the current prohibition against paying profit under grants and cooperative agreements to commercial entities to other educational institutions and nonprofits. Payment in excess of cost to any entity under a grant or cooperative agreements is inconsistent with the intent or purpose of a grant or cooperative agreement.
