        <ABSTRACT><![CDATA[This document amends regulations governing aspects of educational assistance programs administered by the Department of Veterans Affairs (VA).  These amendments reflect provisions of the National Defense Authorization Act for Fiscal Year 1995, the Veterans Benefits Improvements Act of 1996,  the Veterans Benefits Act of 2003, the Veterans Benefits Improvement Act of 2004, and the National Defense Authorization Act for Fiscal Year 2006.  The National Defense Authorization Act for Fiscal Year 1995 renumbered the sections pertaining to the Montgomery GI Bill--Selected Reserve (MGIB-SR) in title 10 U.S.C.  The Veterans Benefits Improvements Act of 1996 allowed reservists to receive full-time educational assistance for pursuit of cooperative training under MGIB-SR.  The Veterans Benefits Act of 2003 authorized payment of educational assistance for certain self-employment training programs and certain entrepreneurship courses for Selected Reservists.  The Veterans Benefits Improvement Act of 2004 made technical and conforming amendments regarding the definition of a training establishment.  The National Defense Authorization Act for Fiscal Year 2006 allowed Selected Reservists to use benefits received under the MGIB-SR for payments for licensing or certification tests.]]></ABSTRACT>
