        <ABSTRACT><![CDATA[This document amends regulations governing aspects of educational assistance programs administered by the Department of Veterans Affairs (VA).  These amendments reflect provisions of the Veterans Programs Enhancement Act of 1998, the Veterans Benefits Act of 2003, and the Veterans Benefits Improvement Act of 2004.  The Veterans Programs Enhancement Act of 1998 waived the periodic wage increase requirement for other on-job training programs offered by Federal, State, or local governments.  The Veterans Benefits Act of 2003 authorized payment of veterans educational assistance benefits for certain self-employment training programs and certain entrepreneurship courses.  The Veterans Benefits Act of 2003 also terminated the Education Loan Program.  The Veterans Benefits Improvement Act of 2004 effected a 10 percent rate increase in the VA monthly educational assistance allowance payable to individuals pursuing an apprenticeship or on-job training program for veterans receiving benefits under the Post-Vietnam Era Veterans Educational Assistance Program.  It also authorized VA to pay educational assistance benefits to veterans for competency-based apprenticeships.  Finally, the Veterans Benefits Improvement Act of 2004 made technical and conforming amendments regarding the definition of a training establishment, in addition to recordkeeping requirements for qualified providers of entrepreneurship courses.]]></ABSTRACT>
